It really looks like a plating bubble. If it doesn't pop with a toothpick, it's probably a chip.

I pressed around on it with a plastic toothpick and it didn't give.

I suppose it could be early zinc rot. Does the plating have a break in it?

There is discoloration on the raised section but I do not see a split.

It's in area famous for split plating that leads to zinc rot. Maybe the split is hidden by the 4 and the swelling. Plating bubbles are copper-plating stretched by trapped gas underneath. They don't lead to zinc rot unless punctured or "split". Time will tell, but you'll probably have spent it by then. lol

It is a plating issue. I think it's trapped gas but could also be debris under the platting.Either way,a plating issue.
