In modern Chinese "pinyin" spelling, it's the Qian Long emperor, though most coin catalogues in the West still use the old Wade-Giles romanization.

Chinese cash coins can't normally be dated any more precisely then "it was issued during the reign of...". The concept of putting dates on coins just never caught on in China until the introduction of Western-style coinage, though they did try introducing it a couple of times. The Qian Long emperor reigned from 1735 to 1796; that's as accurate a date as you can get.

Over a dozen mints were used to produce coins during his long reign, though most were cast at the two facilities in the capital, Beijing. Both the one on WCG and the "palace cash" on ebay were issued from the Board of Revenue mint. The mintmark is the Manchu script on the reverse.

Well as I cannot read the coin I couldn't tell you what is what. Thank You for all the information. It's nice to have as I was wonder just what this coin was all about. I can know catalog it with a bit more information. Any clue to value so I can at it in the info?

If you live in new york, you can get those for a dollar in chinatown. But I'm not so sure if they are real or not

These coins are so common, especially ones like this from one of the central mints, that real ones and fake ones normally cost about the same - a dollar or two at most.
