Is the long thin scratch from below the chin to the neck on the coin or the holder?

It's on the holder, not the coin.

So I bought this coin in a basement slab just to crack it for my album. It's actually a proof but I don't think my pictures do a good job of showing it. According to the "eagle numismatic grading" company it got a PF68

Its a full torch, are the scratches on the coin?
