As others have mentioned the 1990 'No S' are a Proof coin. They were struck at San Francisco on special dies with double plated zinc planchets. They look like this:

At the Philadelphia Mint they struck 1990 business strike cents for normal coinage. (6,851,765,000) They do not have the proof surfaces. That is what you have. Note the finish on your coin. It is not mirror like a proof coin. Yours is a BU Cent from Philadelphia.

Unfortunately, what you have is a regular 1990 P cent.

Additionally, here is a side by side comparison of a business strike Lincoln (LEFT) and a Lincoln proof (RIGHT).

Regardless if the business strike coin is Brand spanking new and Uncirculated, like the brilliant 2016 Lincoln shields that we see these days, the proof coin will still be unmistakable.
