It could be, when I look at the 2 it appears to be going under the two and the same thing in photo #2 with the "I".

With the incuse devices (sunk into the coin) a hit will only affect the outer field of the coin and not touch the devices deeper in to the coin. Being incuse the damage appears to go behind the device, when it is really on top of the device. When you see it that way, rotate your coin 90 degrees and you will see this is true.
