1963 D Memorial - Folded "L"

This 1963 D is fairly shiny and new but the rim appears to be rolled up further than normal and the "L" in LIBERTY is folded.

Is this "normal" or is it significant?

Also found a 1961 P with the same rim rolling...

The L is damaged on all three coins. The master hub was reworked in 1969 due to design creep that plagued the 1960s issues, it was essentially spreading out which is why LIBERTY butts up against the rim.
