it is portraying Empress Elisabeth of Austria 12/24/1837 to 9/10/1898

It looks like a commemorative medal. She was an absolute beauty standing 5'8'' very thin and 'lovely of face' with very, very long dark hair. The reverse is her palace or home 'Achillium'

not sure what 28 XII 1962 is about.

Well, the reverse legend is "Achilleum restitutum". Presumably the building was restored (or planned to be restored) in 1962, a restoration perhaps paid for in part by selling fundraising medals.
