My first thought was north African, Tunisia?, but could be central Asain, just quesses, not my particular expertise. Also, if you can, what are weights and dimensions? Your last pic (2a) seems to show a coin with paper stuck to it. This coin may have been glued to a sheet of paper at one time. Assuming that this person used Elmer's glue, you could soak the coin in water until the glue is soft and then remove it carefully (think wood toothpick not wire brush). I am absolutely not recommending that you clean this (or any) coin, but removing the paper backing would facilitate identification and not harm the coin in my opinion.
