Thanks to another collector I was able to see that this is in fact a die clash

I flipped the obverse 180 degrees horizontally and overlaid it on the reverse.

The reverse is not perfectly aligned so I had to rotate it a bit and I actually over rotated a little but you can see that it does line up.
