I have searched through a bunch of OKLAHOMA 2008 QUARTERS thus far and I found this one with an interesting error. Can anyone tell me what it is?! How rare is it?

Looks like a die clash to me. A die clash can happen when the dies come together without a planchet between them and parts of the design (the highest areas) can be transferred from obverse to reverse and reverse to obverse. Look at the coin opposite the clash, you should be able to find the elements of the design that were transferred. It is not rare , happens quite alot .

I also suspect that this is a result of a die clash. It is a pretty strong one as die clashes go. InfiniteInterest provided a Great explanation!

Nice clashes! I think we should call it the bird dropping clashes.
It might not be quite the right shape, but there would be no mistaking it.
