The 1969-S Lincoln Cent weighs 3.11 grams and was minted in San Francisco California.
The 1968-S is almost the same, except it was made a year earlier.

If you are asking if the coin you have is an error or not, we'll need clearer images to tell for sure.
If you are asking if it is the rare and highly sought after DDO-001, no it is not.

I'm not seeing anything unusual from the photos provided, but as has been mentioned, better photos would be needed for a really concise answer.
