Lamination! Part of it has peeled off, but the flake you see there is a retained piece. Nice find! Maybe the same planchet stock that produced the 1964D lamination error I posted earlier this week!

There's a "peel" below each of these gouges. Not sure @ lamination, looks mechanically produced, like something striking the coin...but for the pieces to be melded(assuming they're solid and can't be picked off) there had to have some heat. The lower piece goes over the 9, after minting? During the minting process? I too can't figure this one out.

Thanks, Druu and Crazyb0. Here is a close-up of the 9 in the date. I can't tell whether the peel overlapping the 9 is pre-stike or post-strike:

There are two flaps on the lower parts of the peeled areas. These are not gouges. They are part of where it has peeled. The term gouge makes it sound like damage. It is a planchet error issue, not damage.

My vote is for pre strike. The flap is struck into the 9. Nice one.
