It appears to be a normal 1992-D cent to me.
The doubling you see going from the devices towards the rim, is Die Deterioration Doubling. It is caused from over use of the dies. The dies erode from the metal flowing against them while striking coins, just like a river erodes the Earth.
This type of doubling is not considered a mint error and does not affect the value of the coin.

I think it is a normal cent, with Die Deterioration.
