Looks normal from what I can see. If it is not raised, then it is damage. The dies are hubbed with the same design from the hub. The die would have to be altered/cracked/gouged/chipped to make a raised area on the coin.

No mention of the coin wrapper damage on your coin. But the coin is damaged there.
