The characters are too rounded to be an issue if Qing (they should be completely flat and even with the rims. Spence is right in IDing the character as Gui, which is short for the Guilin mint. During the reign of Kangxi and prior, the characters representing the mint names were in Chinese script. However, afterward they were later converted to Manchurian script, and this practice was pretty much constant for the rest of the Qing Dynasty, including Jia Qing.
