It's a series of 1914 1 Choh (10 Cents) of the Chinese government's Bank of Communications. The signatures indicate that it was issued in the 1920s. Tsingtau (Qingdao) is a port city in Shantung (Shandong) province. It was printed by the Bureau of Engraving and Printing , Peking (Beijing) - BEPP
