Mostly likely Claudius II, but could also be Quintillus they were brothers and looked alike on some of there coins.

this coin must be Claudius II as he has different hair than his brother Quintillus. Claudius II has straight hair while Quintillus has curly hair.

Well I thinj there is Q in averse so maybe it can be Quintillus?

Quintillus didn't mint the AEQUITAS reverse type.
