Was this caused by the original cellophane it was housed in? What is going to happen over time? Is it toning and how bad does this hurt the value? Thanks.

Ive seen that in a lot of the older proofs from that era, there may indeed be a correlation between that residue and the cellophane

I believe it will dip away fairly clean. Its pretty common on 30's and 40's silver proofs.
