two steel pennies: one on the left copper plated and an other not, is it normal.

People have been copper plating 1943 steel cents since they were put into circulation .
So yes ,this is normal to run across them every once in awhile .

Khasil, there were a few 1943's minted on 42 copper planchets. These are VERY rare and command megabucks at auction. Collectors have been searching but finding none for years, we probably won't. That goes for 1944's being minted on steel planchets of 1943. The steel extras were shipped to France for their 1944 coins, 1 Franc I think.

Brownish areas on the second coin are probably just rust.

even it's magnetic, this is not rust, this is copper plating. I am sure 100%. thanks.

I'm also thinking rust on the one on the left. Copper plating doesn't wear off easy. In order for the plating to be wear off the copper, the surface would also be worn down more. Just a toning on the coin.

It may have been something dropped on the coin? But that is the question of the night. Sometimes soda can stain a coin, make up will alter coins and a lot of other things. But when you look at the other areas, you can see that it is rust on the surface of the obverse. Perhaps the zinc got stained a color from something? But if it were plated, the surface would be tough all over like the plated zinc cents we see today. They take a lot of contact to remove the plating on them.
