I'm guessing since it isn't affecting the entire e pluribus and it looks like it's a flat, that it's Machine Doubling but I figured I'd post just in case. The picture as clickable to enlarge them.

Since the doubling has no significant characteristics of it's own, I'm going to say that it's just simple Machine Doubling.

Normal Cent with some pushing from damage/machine doubling/ejection doubling. One of these. What ever it is, it's not a doubled die. Keep looking.
