I believe what you have is Machine Doubling on the reverse. Here are images from the 1982 small date zinc doubled die reverse: http://coppercoins.com/lincoln/dies...ie_state=mds

I can see why the STATES looks tricky, especially with the wear, but the UNITED exhibits flat shelf doubling, which is the diagnostic of MD.
