You did pretty decent, imho, although the listing is quite misleading
'3 cent nickel silver piece'
If it was truly silver, that's a 600.+ coin.

I'm thinking it is not a proof. They hawk extremely over priced coins to the novice.
Someone somewhere paid a pretty penny for this "silver" 3 cent pieice.

When I looked at it the obv didn't impress me that much, but when I saw the rev I thought "looks like a proof rev". I can't explain the pebbly obv though. Possibly the obv was cleaned with something that damaged it, or maybe a business strike using on older obv die and a retired proof die.

It was also mis-listed in the 3 cent SILVER catagory not 3 cent NICKEL.

There is no silver in the coin.

Looking at the reverse I thought proof as well - may be the obverse was cleaned or it is just very bad photography? I would be interested to see it in hand.
