I don't think so. This sort of micro-dimpling is indicative of an environment with many small low energy hits. It could have spent some time in a kids piggy bank getting shook up a lot.

Unfortunately, the provided photos display an extreme degree of pixellation which obscures the fine details. Is the coin dimpled or is it digital noise?

It looks like the pixelation is in the picture. Note the edge of the coin's shadow and the background.

I will post more pictures. The coin has no shinnyness to it. Its dull and grainy looking

I wasnt looking for its worth. Just wanted to know what might have happened to it because it not shinny like your nornal quarters thats all

Many times we try to figure out what happened on them. We can only guess what really did happen to them, but the coin abuser knows for sure.  Sometimes it is just best to move on to the next coin. You might find a real treasure there. You just never know.... When you find it, then we can discuss that coin.
