1983 LMC Mad With Step Down Above In God We

This looked different with the step down between the rim and the letters. Was this caused by the die shifting north?

The die didn't shift. Its outer margin was worn away. This is a die attrition error. Unusually abundant among 1983 cents.
Error coin writer and researcher.
