if the reverse design is normal, that's a MAD. If the reverse design is also shifted, then its an off-center strike. It may have a slight premium, since it appears the lettering is in/at the rim. The premium would be higher when design elements are missing

It's either a MAD (Mis-Aligned Die) or an off-center strike but, you would have to post a pic of the reverse to tell.

I can't help on the pennies, just keep searching. If you're unsure of what to look for there are books like the RedBook of US coins that identify some rarities and errors. Also websites like Variety Vista, Cuds on Coins and Lincoln Cents Online catalogue errors and varieties to look for.

Appears to be a misaligned die. Worth keeping, but it doesn't have much extra collector value, and
