There has been controversy concerning this variety lately but I believe it is a legitimate working hub overdate, mostly due to the effacement marks around the top of the "4" on most of the 10 known dies (these are all listed individually in my book on Buffalo 5c varieties.) The best dies are #1, 2, 6, and 9, all of which show a clear crossbar at the top of the "4."

Your coin is too worn to identify in any way other than by die markers.
