It looks like damage. Notice the flat area that extends from the 1 in the date to the edge of the coin.

it looks like contact damage of some sort - to me - also...
sometimes it is not easy to figure out how the damage occurs...but yours did not haooen during the minting process...

It is damage.
You can see where something ran a straight line across the 1, 9, mint mark, and finally the rim.

Jasper, banging a bag against the door edge of a metal cabinet or conveyer belt edge, lots of 'em around.
