Nice bu 1960 nickel with beaver missing design . Some call this weak strike . Is this the true definition for this coin ?

In this case I believe this is called a 1960 Bald beaver Zoell Y192q which is a result of a filled die.

I've seen them on all years from 1960 to 1964, though you may find them on earlier years. 1960 seems to show the effect best, however.
