We will need better, upclose pics of each side of each coin in order to get you an accurate grade on these coins. But from what I can see the Panama coins look close to uncirculated and the 1 franc I can't tell. Good looking coins though!

Kinda hard from unclear, too far away pix. Grading has to take into account any wear, cleaning effects, eye appeal, all those goodies. The 32 Balboas are close to MS, think more AU-53/55 or more. The 1 franc has wear, maybe an EF-40 tops. Just guessing from your pix...
