I know some people may say PMD, but this lines up perfectly with the interior of the coin. Sorry, I know the pics aren't the greatest.

Perhaps a razor blade followed the curving line? If so there should be an incuse lines along that line. (incuse)

I'll have to try and get a better pic of the inside edge of it. I was baffled when I came across it in change. It still has nice luster, so, I think it's probably pretty new in circulation. In hand, it really looks like that line just runs right across. Bizarre.
