I would say MS63, there's always a lot of chatter on loonies so tthey are tough to grade. There is an interesting article written on the starburst effect you see exhibited on your coin. You'll find the article attached in this thread by SPP,

Solid MS-64... loons can be tricky, the surfaces can be smooth, but there can be marks that were inherited from the planchet burnishing phase, that propagate to the surface even after the strike.
