John1 is correct. There were a lot of them in 1985. Your coin is an Inadequate Upset and Excessive Obverse Die Convexity error. The upset process is supposed to make the outer perimeter of the coin thicker to get a nice strike on the perimeter. The error is characterized by weakness on the perimeter lettering on both sides of the coin. Here is an example similar to yours.
