I've had to put a 2009 penny roll into a nickel tube too long w/crimped ends and a wee bit tight w/thick white paper 3x around. Imagine nickels into quarter if long enough, dimes into penny will work.
But, I'd ask why? Some older wrappers, 50's, 60's have a tendency to cause acidity reactions on the rims of the inside coins, best to get 'em out any into tubes. If like my 2009 BP Lincoln, didn't want to break the initial distribution seal. Story behind: when first started CRHing, one of my fist boxes from a random small branch bank was a box FULL of 2009's, because was poor(2014), couldn't keep the whole box
but did keep two rolls, the one I broke open and that whole one, darn!
