Unknown 1898 Foreign Coin For Identification And Value (Possibly Russian?)

Hello folks I have a coin here from a collection I inherited that I have no clue what it is or its value. Any help would be awesome. Links below to the coins on onedrive so you can see them full resolution. The coin is very small, smaller than an american dime and fairly light.The characters in the wording may be Russian? I'm no language expert so Ill leave it up to you experts,lol The characters looks like this K - O -Backwards N - t combined with a b -II -K -II if you want a basic idea of what it looks like. The value on the coin says 1/2 with a star on each side of the 1/2. And there is lettering below the date I cant make out well. Face of the coin has Just a II symbol on it and a crown on the top of some type of flourish.

Indeed from Russia, during the imperial reign of Tsar Nikolai the second.

The inscription underneath the denomination is where the coin was minted, reading out S.P.B. which is Saint Petersburg.

I will admit that I've had difficulties finding this coin out there, and I happen to go through a lot of mixed coins from around the world. The condition seems to be somewhat rough, but I've seen worse, aswell as better. I can't be precise on a price, it is afterall defined after what people actually want to give for these, but I'd guess $1-$2, possibly more if you're buying from a coin shop.
