It would be helpful to see the whole coin.

I see a lot of circulation damage. That blob over the S might just be grease ... but maybe not ....

Maybe some others can be more help.

Edging?= slight MAD? WHOLEcoin!

Worn die...so...normal guess 1992?

Blob looks like stuck food, bet it'll come off with acetone/soap + water...

Full coin pictures, the blob took some work but it was some kind of extra something not a casting error. Sorry don't know why the images flipped.

The hair definite grease filled, early 90's notorious for these, even see it on the weakened TRUST (polished dies)

The weak obverse is also a Grease Filled Die, causes weak appearances

The 1978 is indeed a MAD, misaligned die, see how at 5 o'clock (in front of coat) 180 degrees out how rim is thinner, strike wasn't strong enough to press the edge towards the collar and fill in the preformed planchet edge.

None of these are mint "errors", just what happens in the machining process.
