Any thoughts on grade?

Coin does not seen to have any toning, but has some really ugly spots, unfortunately. Any sign of toning is an artifact of my image enhancement

Try a soak in some pure acetone - from your pics they don't look "in" the coins surface but "on" the coins surface.

remove from PVC holder and place in 2X2 holder after acetone soak

BTW , Your coin is a 1944 not 1941 . I agree with the acetone soak .

Acetone will not remove the spots.
