So in the late months of 2016 I purchased two ICCS coins off of ebay: a 1967 MS64 Halve and a 1967 PL64 Dollar.

The seller of the Dollar ended up stapling the slab, but only punctured the card and the fold sections of the slab and not the coin area. I presume that this would still qualify as a ICCS-certified coin.

Now here's the other issue: On both of the slabs, the inner seal is breaking on it's own.

Can I send the coins back to ICCS and get a new slab at a discount of some sort for at least the Halve?

I believe Brian does reslabbing for this for free due to it being an issue with his seal. This is very common with large cents and happens when the seal is too small I believe. I'm hoping none I submit come back like this or they will be going right back!

I simply want pointers. What are ICCS fees like? How do they organize them?

Who's Brian? Where does he live? How old is he? What's his social security number and credit card number?
