I believe that this coin is a DDR seen in the middle right of the rock arch. It appears as an extra rock which is not there on a normal coin. I welcome and appreciate your feedback. Thanks. :)

The doubling is in the center of the coin, most newer quarter doubled dies are in the center. This is one that you'll have to send to Wexler: http://doubleddie.com/402401.html
