No, Belarus. The note is legal tender, and therefore usable, but Belarus has introduced their first set of coins following the revaluation of their Ruble of 10'000 to 1 on July (?) 1st 2016. Your note is therefore worth 10 new Kapeyek, or 0.10 BYN. However, it is due to be demonetized sometime soon, I think at the end of this year but I could be wrong.
The top bit (above the building) reads "Bilyet Natsiyanal'naga Banka Respubliki Belarus'", or National bank of Belarus note.
