Question On State Quarter Silver Proof Sets

I am creating a collection of all of the State Quarter Silver Proof Sets. I collect the slabbed silver set and the box and COA.

However, I only find listing for US State Quarter Silver Proof Sets for 2004 through 2009. Am I correct that from 1999 to 2003, that they did not make a Silver Proof Set for just the State Quarters? It looks like that if I want to get the Silver Proof sets for 1999 to 2003, I need to get the Full Proof Set (that includes the slab of the other 5 coins as well).

Is this correct?

Just want to make sure I am understanding what I am finding.

Yes, you are correct. The mint did not start issuing State Quarter silver proof sets until 2004. I wish they would have started this in 1999, it would have made things much easier.

And a bit less expensive... The 1999 costs about 100 dollars
And not so long ago it was much more expensive!

I have done what you are attempting a few years ago and was able to obtain the '99-'03 silver quarter sets that people sold separately from the proof sets. I don't have any of the State Quarters slabbed, unless you would count the six territorial quarters, but have the entire collection of ATB silver proofs in PF70 so far. Good luck in completing the set.
