Ignoring the obvious worn die doubling, and looking at the date for a doubled die, I am not convinced either way. DDO-001 is tricky, and your coin shows some interesting promise. You might want to look real hard at the lower left corner of the R in TRUST and see if there isn't a notch there. Hard to see on a worn die, but it would confirm things if it is there. Otherwise, try some different lighting angles to better show what looks like separation on the tails of the 6 and on the upper curve of the second 9.
