Yep. Luster and notice the even wire like rims...a given! Impaired yes.

Of course, they are not worth getting graded but, I believe they would just be "Impaired Proof" and not receive a numerical grade?

I could very likely be wrong, though.

I think they still get a numerical grade after the PR or PF, but any number under 60 is considered an impaired proof. I think PCGS has graded a few proofs in the PR50s range for the 1961 DDR Franklin (which is a huge pain to try to Cherrypick on ebay).
