Seems to be a medal issued for the silver wedding (1879) of Franz Joseph and Elisabeth ...

Found this unmounted one on CoinArchives. It sold at auction in Switzerland for around US$100 back in 2005.

At 36mm and 24.7 grams, it's the same size and weight as a 2 florin coin, but it's not listed in Krause. It would therefore qualify as a "proclamation coin" - a commemorative medal issued to the same standard as normal coins, which the recipients could choose to either keep or spend. Obviously the recipient of yours decided to keep theirs... as a brooch! At 36mm, it seems awfully big for a brooch mount. Is yours that large? They may have made them in several sizes.
