To me, this looks like severe Die Deterioration, which was common in the 90s. I'll let the experts chime in though.

I think that is a really worn out die ,the flow moves towards the rim. Its always nice to rotate your photos so its not so hard on the neck, and a photo of the whole coin is helpful

Agree with Die Deterioration Doubling. There are no DDOs listed for 1992 D cents: http://www.coppercoins.com/lincoln/...pe=do&page=0

I agree with the above but that is a nice extreme example. I would hold on to it, at least for reference.
