Correct, type II planchets have upset rims.
I recently acquired a full roll from a dealer here in Ontario, he had an original mint bag dated from 1997. I should have got a picture of the label from the bag but I wasn't thinking. I asked how much since he had a couple dozen rolls and he said $40, without question I forked over the $40(CDN). I've dealt with this guy in the past and he gave me a funny look and said "you really think they're worth that much"? So I don't think he expected me to agree to his first number but I figured they're worth $4-5 each so I was happy, and they're all brilliant red.
In fact, I sent my CCF secret Santa recipient 8 of them this past christmas, some to keep, and some to trade.
