Sorry, but the oberse photo is really too blury to give you a grade. It could be anything from AU-slider (AU-55 or 58) to an MS-63. The Monroe commemorative does not usually come nice. It was not a well made coin and after the ceremoney was over, at which it was sold, the rest of the coins were released into circulation. That's why there are so many AUs around of this coin, many of them cleaned. Really nice Mint State pieces are very scarce, and some of the pieces in holders are over graded and over priced.
Here is the piece in my collecton, which is pretty nice given how these coins usually look. This one is graded MS-64.

The reverse is imaginative, but Chester Beach who made the models for the piece lifted that design from another medal. He was not the originaltor of the idea.
