I picked up this silver proof today here in town and to the eye it's perfect...(to my untrained eye)... but when I took these photos this "dust" is all over it and no it's not dust... any ideas?

Try acetone bath. Looks like it may have began to corrode, if exposed to air and humidity for long.' Just remember DO NOT rub it dry even with a soft towel, that's how the "micro scratches" are done inadvertently.
Oh, BTW, acetone won't hurt it, use filtered water to rinse off, too much crap in tap water.

Someone correct me if I'm wrong but these appear to be milk spots which are impossible to remove without damaging the coin.

the funny thing is these aren't really visible to the naked eye... unless you look really close...

Was the coin raw when you bought it? Maybe a 2x2 or flip ? could be environmental contamination .

yes it was in a flip... and that may be what it was... he had pulled it from a roll... don't know where she got the roll from

On second look, that stuff appears to be the same material used to "cameo" the coin...HUH?  Is that normal? iblookin'...

It might have something to do with the grain of the metal or the flow of the metal when it was minted

Considering there is blueing starting on the reverse I would call this the normal cloudiness that comes with the OGP's. There is no telling how long it sat in one before it was removed. If this is what it is acetone will not remove it. As for showing up on a camera but not in hand. This is a common issue with modern US coins that spent time in OGP's..especially proofs. I have struggled with this issue on my Ike Proofs from the same era. They look great in hand, then I get them under a camera lens and Poof all these white marks appear.

I went back to the person I bought this from today and showed him the photos. He was Extremely apologetic and gave me my money back... when I tried to give him back the coin he told me to keep it as he would feel right trying to sell it to someone else.
