It's normal. The Wide AM is what you're looking for in 1998-2000s.

It's a Close AM, but Close AM reverses are the norm for circulation strikes from 1993-2008. There is an entire CAM vs WAM thread where Thulium, Spruett, and I were hunting for varieties. It's worth a read if you want to know what to look for with regards to CAM/WAM cents.

It is not possible to have a Wide AM design on a 1998-D, Denver got its own die shop in 1996 so there would not be any proof hubs on site to create a Wide AM working die.
