Yes you are right. The scans are of poor quality.
Can you improve the obverse?

Obverse has VF details, but even a Fine coin would have a full liberty on the shield. LIBERTY is almost gone on this shield.

The coin looks like it was cleaned abrasively and looks damaged on both sides. I would pass in favor of a coin with honest wear at this grade.

first thought was VG but I think it makes F12. I'm going to bet they determined overlook of the coin was F even though the shield is not in good shape.
