How is this possible? It appears that the plated portion has the original mint shine on it. Still Lookin

Annealing problem? Plating looks thin and was strong strike (around letters)

There are a few of these out there. I have a few myself. I read it was PSD,heat. But I still keep the nicer ones I see,just in case it is an error. You can use the search box,upper left of page for more info.

With all the alterations people are doing on these it makes it a harder call. The 2003 looks the most interesting. Note the cleanness of the coin. The 2011 looks like something may have been spilled on it. (coin looks cloudy)

The surface should be clean and not show bumps from the previous plating. Sometimes they are just out right fakes:

But with the doctoring of the coin now days it makes it difficult to tell.

(note the color change on the last two coins) So it is sometimes a tough call. Save them for now and maybe Mike Diamond might help on these ones?
